Perm is the principal administrative and economic centre of the Perm region and one of the first-rate economic centers of Russia with population about  1 million people. Perm ranks 2nd for area after Moscow (799,68 sq.m.).

The First Deputy Chief Executive of Perm City Government is Anatoly Makhovikov. He supervises the Department of Industrial Policy, Investment and Entrepreneurship of Perm City Administration and is charged with investment policy and strategy in the city.

The Deputy Department Head of the Department of Industrial Policy, Investment and Enterprise is Galina Popova. The city economics is characterized primarily by developed heavy industry. The leading industries are electric power engineering, oil and gas refining, machine building, chemicals and petrochemical, forestry processing, printing and food industry.

The volume of in-house shipped goods produced by manufacturing plants in 2008 totaled 289,3 billion rubles (about 6,5 billion euro). Perm is first in industrial output in the Urals, ahead in this index of Yekaterinburg, Chelyabinsk and Ufa which are larger than Perm in population.  

The city has always been the leader in wage per capita in the Russian Federation. Nominal wages quadrupled during the last 6 years, real wages in comparable prices increased by 70%.   The effective demand of population improved and large investors and retailers began investing in the economy of the city: commercial subdivisions of the German holding company METRO Group - METRO Cash & Carry, "The Seventh Continent" (Sedmoy continent), X5 Retail Group (supermarket chain "Piaterotchka"), «Development- Youg» - Investment and development corporation (Krasnodar), Castorama (French retailer of DIY and home improvement), PIK Group - Russian investment and development group, Macromir (development of shopping and entertainment centers), Renova Group (Russian conglomerate), Comstrin (investment and building company).
